Thanks your question.
By 24 months, children should be able to express with simple sentences for various pragmatic functions, like request, inform, reject, etc.
Unfortunately, your son is lag behind for around 12 months.

Multiple language inputs may or may not be the reason behind.
Children should be able to handle more than one language at the same time though few months delay at the earliest stage of language learning has been reported by some foreign studies.
I understand your concern and your will.
I suggest:
1. Make the environment 'easier' for your son to learn multiple languages.
You are on the right track!
The rules are:
Different language at different environment (e.g school and home), or
Different language by different person (e.g. mom and dad), or
Different language at different time (e.g English lunch time)
So, you can continue..
English at school and Cantonese at home.
English by mom and French by dad.
But,
As your child is already far lag behind, I think it will be benefitical if you can reduce the no. of language in the meantime.
This will be less confusing to the child. At the same time, the language stimulation (per language) will be increased. Will you consider withholding French?
2. Speech Therapy is necessary.
We need to figure out the difficulty of your child and develop strategies to faciliate him.
Please don't wait. This is the critical time of learning!

my son now is 2yrs 3mths old, and just started (international)nursery a week ago, I found his speech ability is slower than others, he just said only 15 single words(incl. eng + cantonese), and most of time just speak baby lang, when he wants sth. he said "d.d.d.d.d.d"
I will take him to chk up in mom and child health clinic next week. but as I know, the waiting list is going to be very long for transfer.
actually, I speak in eng to my boy since his born, and now, I just started to speak in cantonese to him as now he is going to int. nursery, so I assume he will learn eng there. For me, of course I want he could manage both and also french.cos my hubby speaks to him in french. Do think my concept is correct? and now, I keep teach him some new word(in chinese), sometimes he listens but sometimes not. He can follow some instruction incl Eng, Cantonese and French, but not all.
I know it's better to talk to him in one lang. esp for the late talker, but as our eng is not our mother tongue, and not native at all, I don't wnat our boy learn that fm us.
What i concern now that i want to keep my boy study in this school, even they teach in english, but if i talk to him in cantonese and ST help him in cantonese, do u think it will be ok? any suggestion? cos we plan to send him in international kinder even primary and secondary school.
